South African Sailing Race Officer’s Guide

The Object of SA Sailing is the administration, development, co-ordination and promotion of the Sport of Sailing in South Africa.

SA Sailing seeks and holds membership of World Sailing thus permitting races of sail powered craft to be regulated by the World Sailing Racing Rules of Sailing (RRS) at venues / clubs with members who are affiliated to SA Sailing.

The body that plans and runs a sailing event is the Organizing Authority. It may be a club, a class association, a national authority, World Sailing, or a combination thereof any of these. The organizing authority or World Sailing appoints the Protest Committee or international jury. The organizing authority appoints the Race Committee.

The Organizing Authority is responsible for the planning and provision all the logistics required to hold a successful regatta. The application and utilisation of most of these items when managing the racing is the responsibility of the Race Committee.

Sailing events occur throughout South Africa at varying degrees of importance from Club level races to International Championships. All events require the race officer to have the necessary capabilities matched to the event.

The Race Officers Guide is intended to be used as both a training and development tool for current and future race officers and as a reference for the organizing authority in the planning and running of sailing races. It is hoped that many club/district level race officers will embark on the journey to eventually become certified to run national events.

This document is a guideline and does not replace the RRS. If there is any doubt as to the application of a procedure described in this guide, the RRS will always take precedence.
